Questions
Why do I see é instead of é?
The file was saved as UTF-8, then opened as Windows-1252 and saved again. Each accented letter turned into two or three odd characters. This tool reverses that.
Will it change text that is already correct?
No. Only character sequences that are clearly garbled UTF-8 are changed; correct accents, symbols and other alphabets are left alone.
Should I add a BOM?
Only if you'll open the file in Excel on Windows. Shopify, WooCommerce and most importers read UTF-8 with or without it.
